3 Ukrainians, 1 Russian Deported for Disturbing Public Order in Bali

TheIndonesia.id - The Regional Office of the Ministry of Law and Human Rights (Kemenkumham) Bali stated that Immigration would deport four foreign nationals who were detained at the Denpasar Immigration Detention Center (Rudenim) for being involved in beatings and disturbing public order.

"They are found to have violated statutory regulations, so they can be subject to sanctions in the form of immigration administrative actions in accordance with Article 75 of Law Number 6 of 2011 concerning Immigration, in the form of deportation," said Head of the Regional Office of the Ministry of Law and Human Rights, Bali, Jamaruli Manihuruk. Denpasar, Bali, Saturday, February 5, 2022.

He said the four perpetrators who had been detained at the Denpasar Rudenim since Friday, February 4, namely OZ, a Ukrainian citizen; VK, a Ukrainian citizen, AT, a Russian citizen; and ID, a Ukrainian citizen. The four foreigners are based on the provisions of the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 27 of 2014 in article 51 number (1) letter a, stating that the limited stay permit can be canceled if the foreigner is proven to have committed a crime against the State as regulated in the laws and regulations.

"For foreigners who are in the Bali area to always behave well and not violate existing norms and obey the applicable laws and regulations. We will take firm action against all violations committed by foreigners in Bali," he said.

Previously, Bali Police Deputy Director Assistant Grand Commissioner Suratno added that the four foreigners' status is as witnesses. He said, including AT and ID who carried out the beatings, they have not been named as suspects.

"They did admit to beating, but we need to make sure again because there are (needing) two pieces of evidence, especially the results of the post-mortem have not been released, just confessions and witness statements. We will secure it first. There are rules for 24 hours for us to complete the evidence, later we can leave it at the Rudenim," he said.

He said that from the video of the beating which had gone viral on social media and led to the arrest of four foreigners at the Rudenim, the General Crime Directorate of the Bali Police immediately coordinated with the Russian and Ukrainian consulates as well as the Immigration of Bali region.

"The result is that there is room for immigration legal action in the form of deportation involved in these two criminal events, we will see what developments are," he said.

As explained earlier, on January 31, 2022, a Russian citizen with the initials VK came to Indonesia for a vacation with his girlfriend initials V, then they rented a Honda PCX motorbike to a rental place in Bali managed by the CEML with the help of her boyfriend OZ.

VK rented a rental motorbike for one month from CEML, then on February 1 the motorbike was lost, someone stole it, seen from CCTV someone has taken it. After the theft, VK informed CEML that his motorbike was stolen by someone.

On February 2nd, CEML together with OZ accompanied by two foreign nationals visited VK's residence in Lime Villa Tibubeneng intending to ask for accountability, because the motorbike was lost. Of course, they hoped for compensation, but when they came there was a commotion between CEML and the three people with VK and V. It is suspected that there was an act of persecution against VK.

"At that time, VK asked for help from an Indonesian citizen with the initials PO to report it to the police. After 10 minutes it was not the police who came, but a group of foreigners using a black SUV without a license plate, immediately dragged OZ and a beating occurred," Suratno said.

For this incident, VK also reported incidents of persecution and mistreatment at the North Kuta Police when OZ was billed for the responsibility of the motorbike.

"Because they felt that when they were approached, someone beat them up. On the other hand, OZ also reported the crime of beatings," said Suratno.
