TheIndonesia.id - The Ministry of Communication and Information Technology (Kominfo) will issue a warning and fine to Electronic System Operators (PSE) who do not register with the Online Single Submission Risk Based Approach (OSS RBA) system until July 20, 2022. If they do not register, there is a threat of being blocked.
"There are three stages. The first is a warning, the second is a penalty, and the third is blocking," said Semuel Abrijani Pangerapan, Director General of Information & Communication Technology (ICT) Applications, Indonesia's Ministry of Communication and Information Technology, in Jakarta, Tuesday.
He continued, Kominfo will immediately conduct a review as soon as the registration deadline ends. "On the 21st (of July), we have to do a review and those (who don't register) will be penalized. The toughest sanction is blocking," said Pangerapan.
The PSE blocking, Pangerapan said, was only temporary. If a PSE has been blocked and then it registers after July 20, then the service can operate again. "Even though they have been blocked because they didn't register (before the 20th), then they registered, the block was opened again," he added.
Pangerapan said Kominfo firmly asked the Electronic System Operator (PSE) to register with the RBA OSS system. "We are firm and this is an existing regulation, this is governance, not control. So that we know who is operating in Indonesia and what is being operated," he said.
PSE registration into the OSS RBA system must be carried out by all business actors in the digital space targeting Indonesia as a market. "Once again, to know the services provided, what if there is a problem, the guidelines must be in Indonesian so that people can understand. Many things must be obeyed," he said.
"The other thing is if you do business though are not only domiciled in Indonesia, they also have to comply with our taxes. That's why we collect data," he continued.
There are six categories of PSEs that are required to collect data. PSEs provide transaction services for both services and goods, financial services, communication services, paid services such as music and film streaming platforms, search engine services, and services that collect personal data information from the Indonesian people.
As of July 19, 2022 at 10.00 Western Indonesia time, Kominfo has recorded 6,296 PSEs consisting of 6,187 Domestic SEs and 109 foreign SEs that have registered. Some of them are Google, Microsoft, Telegram, MiChat, TikTok, Linktree, Lego, Spotify, Mobile Legends, Ragnarok X, MyPertamina, OVO, Traveloka, Gojek, Grab, KAI Access. Then Lazada, Blibli, OLX, JD.ID, Shopee, Bukalapak, Tiket.com, Pegipegi, Netflix, MTix, Bibit, Livin 2.0 By Mandiri, BNI Mobile Banking, BTN Mobile Banking, and Jenius.
