Media Cyber Guide

Freedom of Expression and the Press Freedom of opinion, expression, and the press are fundamental human rights protected by Pancasila, the 1945 Constitution, and the UN's Universal Declaration of Human Rights. The existence of online media in Indonesia also reflects these freedoms.

1. Scope

Online Media: All internet-based media performing journalistic activities and meeting the requirements of the Press Law and Press Company Standards set by the Press Council.
User Generated Content: Includes all content created or published by users, such as articles, images, comments, audio, videos, and uploads on blogs, forums, and reader/viewer comments.

2. News Verification and Balance

All news must be verified.
News potentially harming others requires verification for accuracy and balance.
Exceptions are allowed if:The news is of urgent public interest.
The primary source is credible and identifiable.
The subject is unreachable.
Readers are informed of pending verification.

3. User Generated Content

Clear terms and conditions must be provided.
Users must register and log in to publish content.
Users must agree not to post false, defamatory, violent, obscene, discriminatory, or hate-inciting content.
Online media can edit or delete non-compliant content.
Complaint mechanisms must be available.
Content violating terms must be edited or deleted within 2 x 24 hours.
Online media are responsible for reported content if no corrective action is taken.

4. Corrections and Right of Reply

Must follow the Press Law, Journalistic Code of Ethics, and Right of Reply Guidelines.
Corrections must link to the original article.
The publication date of corrections must be noted.
Other online media must also correct the news if they disseminate the original.

5. News Retraction

Published news cannot be retracted except for specific reasons like SARA issues, decency, child protection, victim trauma, or as determined by the Press Council.
Retractions must be publicized with reasons.

6. Advertising

Clear distinction between news content and advertisements.
Paid content must be labeled as "advertorial," "ads," "sponsored," etc.

7. Copyright

Online media must respect copyright laws.

8. Guidelines Publication

These guidelines must be clearly published on the online media platform.

9. Dispute Resolution

The Press Council resolves disputes regarding these guidelines.
